The Hon. Luis Lauredo, the U.S. Ambassador to the Organization of
American States and the U.S. Coordinator for the third Summit of the
Americas to be held April 20-22 in Quebec City, Canada, will speak at a
luncheon program at the World Trade Center in New Orleans on Monday, March
19. The topic of his talk is "Moving Toward a Free Trade Area of the
Americas." The third Summit of the Americas is of special importance
to the United States, as it offers the first opportunity for President
George W. Bush to meet with the leaders of the Western Hemisphere as a
group.
The Summit is the common agenda of the 34 democratically elected
leaders of the hemisphere. It provides a unique mechanism for the heads of
state and heads of government to discuss solutions to common political,
economic, and social problems in a multilateral and comprehensive way. The
first Summit was hosted by President Clinton in Miami in 1994, the second
was held in 1998 in Santiago, Chile. One of the primary goals of the
summit process is to create by 2005 a Free Trade Area of the Americas (FTAA),
a single market for the hemisphere encompassing more than 850 million
people and boasting a gross domestic product of more than $9 trillion.
As the U.S. Government’s Summit Coordinator, Ambassador Lauredo
develops U.S. policy positions for the Summit and represents the U.S. in
organizing the preparations for the meeting in Quebec City next month. As
the U.S. Permanent Representative to the Organization of American States,
Ambassador Lauredo works with other hemispheric leaders to strengthen
democracy, advance human rights, foster economic integration, and promote
peace and security throughout the Western Hemisphere. For additional

The World Trade Center and other organizations are holding a breakfast
seminar from 7:30 a.m. until 10:00 a.m. on Tuesday, March 13 at the WTC on
"Exporting and Importing:The Rules You Need to Know" featuring
Donna L. Bade and Thomas E. Johnson, Attorneys with Sandler, Travis and
Rosenberg, LLC in Chicago.
The seminar will highlight important export and import regulatory
requirements, including: export channels and structures, distribution and
agent agreements, current trade embargoes and exceptions, the Foreign
Corrupt Practices Act, importers’ responsibilities with U.S. Customs,
surviving a Customs audit, and penalties and mitigation. Participating

Many manufacturers and exporters are unaware that starting on April 1,
all U.S. exporters are required to use a new Shipper’s Export
Declaration. Seven new fields have been added to the SED and three
existing fields have been modified (these are now 31 fields to complete).
The new SED also incorporates several new concepts, including "U.S.
principal party in interest" (instead of the previous
"exporter") and "routed export transactions" when the
shipper is also the foreign buyer.
On Wednesday, March 28, Kurt Kapota, Assistant Vice President and New
Orleans Branch Manager of Panalpina, Inc., and Eugene Schreiber, Managing
Director of the World Trade Center of New Orleans, will conduct a two-hour
luncheon seminar at the WTC on "Using the New Shipper’s Export
Declaration." The speakers will explain the revised SED and go
through each of the 31 fields. The SED also can be filed electronically (AES)
and on a free Internet service (AES Direct); these methods of filing will

U.S. Ambassador to Nicaragua O.P. Garza is the featured speaker at a
special luncheon program to be held on Tuesday, March 20 at the World
Trade Center in New Orleans on "Doing Business with Nicaragua".

A career Senior Foreign Service Officer, Oliver Pastrano Garza was
sworn in as United States Ambassador to Nicaragua in August 1999. He
previously served for one year as U.S. Consul General in Guadalajara,
Mexico. Prior to his assignment to Guadalajara, Ambassador Garza served as
Deputy Chief of Mission at the U.S. Embassy in Bogota, Colombia; Charge d’Affaires
of the U.S. Embassy in Panama City, Panama; Minister Counselor for
Administrative Affairs at the U.S. Embassy in Seoul, Korea; Deputy
Executive Director for the U.S. State Department’s Bureau of Near
Eastern and South Asian Affairs; and International Affairs Advisor in the
Executive Office of the Vice President of the United States.
Ambassador Garza holds a B.A. Degree from St. Mary’s University of
San Antonio, Texas. In addition, he has completed advanced studies at the
University of Oklahoma and Sam Houston State University of Texas.
Ambassador Garza is a 1988 graduate of the National War College of the
National Defense University in Washington, D.C.

On Friday, March 23 Capt. Stephen Rochon of the U.S. Coast Guard will
be the honored recipient of the C. Alvin Bertel Award at a luncheon in the
Plimsoll Club for his outstanding contributions to the advancement of the
Greater New Orleans Port area. This is the first time in the history of
the Bertel Award, which was established in 1967, that it will be presented
to an officer of any military branch.
A native of New Orleans and a graduate of Xavier University, Capt.
Rochon enlisted in the Coast Guard in 1970 and rose through the ranks
during a distinguished career, culminating in his present assignment as
Captain of the Port of New Orleans and Commanding Officer of the Marine
Safety Office in New Orleans. In these capacities, Capt. Rochon was the
Federal-on-Scene Coordinator and exercised superior leadership last
November during the prompt and successful cleanup of the massive spill of
13,000 barrels of crude oil in the Mississippi River created by the tanker
Westchester. It was the largest domestic spill by a tanker since the Exxon
Valdez incident.
The award is named after C. Alvin Bertel, who was instrumental in
bringing about a constitutional amendment which provided for the
non-political selection of port commissioners in the early 1940s. In its
early years, the newly formed Board of Commissioners instituted
administrative reforms which have endured to this day.
The Bertel Award Selection Committee is comprised of the presidents of
the following 11 organizations: Port of New Orleans; Jefferson Parish
Council; Port of South Louisiana; New Orleans Board of Trade; Steamship
Association of Louisiana; International Freight Forwarders and Custom
Brokers Association; St. Bernard Port, Harbor and Terminal District; New
Orleans Regional Chamber of Commerce; City of New Orleans; Plaquemines
Port, Harbor and Terminal District; and the World Trade Center.

The U. S. Ambassador to Honduras, Frank Almaguer, will be the featured
speaker at a special dinner to be held at the Plimsoll Club on Tuesday,

subject of Amb. Almaguer’s speech is "Doing Business in

Ambassador Almaguer, a Career Minister in the Senior Foreign Service,
has been serving as the U.S. Ambassador to Honduras since July 1999. He
previously held senior positions with the U.S. Agency for International
Development (USAID), including Mission Director in Bolivia. He also served
as Country Director for the U.S. Peace Corps in Honduras, and Associate
Country Director in Belize. From 1967 to 1969 he served as a Peace Corps
Volunteer in Orange Walk Town, Belize.

European Union Ambassador to the U.S. Dr. Guenter Burghardt will speak
at a special dinner to be held in his honor at the Plimsoll Club of the
World Trade Center in New Orleans on Thursday, April 26 starting at 7:00
p.m. (cocktail reception at 6:30 p.m.). Dr. Burghardt will address the
"Prospects for EU-U.S. Trade Relations." He will be accompanied
by his wife, Mrs. Rita Byl.
Dr. Burghardt previously served as Director General for External
Relations under Commissioner Chris Patten in the new European Commission.
During his 30-year career with the Commission, Dr. Burghardt has also
served as Director General for External Relations, Political Director in
the Secretariat General of the Commission, and Deputy Head of Cabinet.
After entering the Commission as a member of the Legal Service in 1970,
Dr. Burghardt was desk officer for relations with the United States,
Canada, and Australia. Dr. Burghardt speaks German, French, English,

Le Centre International de Lafayette and the Louisiana Department of
Economic Development are organizing a Trade Mission to the People’s
Republic of China on the occasion of the 14th International Business
Exchange (IBE) in Zhengzhou, Henan Province from August 29 to September 9.
The trade mission will include participation in a national commercial
exhibition in Zhengzhou, as well as one-on-one business meetings in
Zhengzhou, Shanghai, and possibly Hong Kong. The mission will be preceded by
a live video conference in Louisiana with the U.S. Commercial Service in
Shanghai.
The International Business Exchange is a matchmaking event with
pre-scheduled, pre-screened appointments prepared for each participating
company according to profiles submitted in advance. Zhengzhou is a very
active member of the SESAME International Network, which consists of 13
medium-sized cities that serve as the hubs of their individual regions in 11
countries: Belgium, Canada, Cote d’Ivoire, Finland, France, Italy,
Portugal, Russia, Spain, the U.K. and the U.S. Louisiana companies traveling
to China for the IBE will have the opportunity to meet with companies from
all the SESAME Network countries, as well as with Chinese companies selected

The Export-Import Bank of the United States will conduct an all-day
"Trade Finance Seminar for Lenders" on Friday, April 27 in the WTC’s
29th floor Board Room from 8:30 a.m. to 4:30 p.m.
This comprehensive training seminar is designed to give lenders and
finance professionals a hands-on approach to learning about Ex-Im Bank and
the financing products needed by U.S. exporters and foreign buyers. The
seminar presentation transforms dry, difficult reading material into an
enjoyable interactive learning experience with other professionals and will
be conducted by a senior staff member of the Ex-Im Bank Washington D.C.
headquarters. The seminar is geared towards bankers, lenders, U.S.
exporters, government officials, educators, business students, and anyone
else who has taken on trade finance responsibilities.

The Commercial Service of the U.S. Department of Commerce is pleased to
introduce an initiative that forges new pathways between minority-owned
businesses and opportunities in the global marketplace. The Global Diversity
Initiative capitalizes on America’s diversity through trade and technology
by creating comprehensive programs that will:
- Increase the number of minority-owned firms in the U.S. exporting
their services and products abroad;
- Expand the knowledge and capability of minority firms entering
international trade; and
- Enhance the nation’s economy through increased trade by minority
firms
Firms that are candidates for the Global Diversity Initiative must
satisfy the following criteria:
- Have a business in operation for two years or more
- Have a product or service in the industries best suited for exporting
into international markets, or one with a unique competitive feature
- Demonstrate a positive net worth by standard accounting measures
- Have suitable marketing materials
These criteria have been designed to increase each firm’s potential for
success in the international marketplace. All firms are eligible to apply.
In addition to the existing services and programs of the Commercial
Service, the Global Diversity Initiative has launched a new training program
for new-to-export firms. The Market Entry Program is a comprehensive
training program that prepares firms to sell their products and services
internationally by providing training, ongoing consultation, and support in

Listed below are highlights of two new U.S. Department of Commerce/Bureau
of Export Administration (BXA) export policies.
- The standard civil fine for an export-control infraction is now
$250,000 (up from $10,000). Also, an individual obtaining an export
license knowing there is a military end-user and violating the terms of
the license can be fined $500,000 and sentenced to ten years in prison;
- U.S. exporters are not required to obtain government-issued licenses
before exporting encryption software and equipment preloaded with
encryption capabilities, including personal computers, laptops, and
short-range wireless technology, to the following areas: European Union
member countries, Australia, the Czech Republic, Hungary, Japan, New
Zealand, Norway, Poland, and Switzerland.

Senior port officials and maritime industry executives interested in
learning the latest port operation, planning, and management techniques can
participate in the 17th annual International Program for Port Planning and
Management (IPPPM) to be held in New Orleans March 26-April 6 at the World
Trade Center.
Over the past 16 years 485 participants from 97 countries have graduated
from IPPPM. The program fosters closer ties between the U.S. and other
countries, facilitates international trade between Louisiana and world
ports, increases maritime expertise around the world, builds a network of
international problem-solvers, and contributes to world peace and
understanding. This intensive training program offers maritime industry
leaders from around the world a unique opportunity for further professional
education and personal enrichment. IPPPM is sponsored by the Port of New
Orleans. The World Trade Center, the UNO National Ports and Waterways
Institute, and the University of New Orleans.

The French-American Chamber of Commerce will host a Cognac Tasting and
International Networking Night in conjunction with the Hispanic Chamber of
Commerce of Louisiana in the Great Hall of the John Minor Wisdom Court
House, home of the U.S. Fifth Circuit Court of Appeals in New Orleans, on
Tuesday, March 13 from 5:30 p.m. to 8:00 p.m.
A tasting of Pierre Ferrand cognacs will kick off the event. Created in
1702 and located in the heart of the cognac region in France, the Ferrand
cognac house specializes in old cognacs from Grande champagne, the source of
the finest cognacs. Ferrand’s representative, Jean-Fran�ois BonnetŽ,
will guide the tasting for a truly unique experience.
A business card exchange sponsored by Waldemar S. Nelson and Company,
Inc. will follow the cognac tasting at 7:00 p.m. Attendees can mingle with
the members of the French-American and Hispanic Chambers of Commerce and
others. Refreshments will be served compliments of Martin Wine Cellar.

The sixth African-American Summit will be held May 21-25 in Abuja,
Nigeria. A total of 10,000 delegates from across the U.S., Africa, Asia,
Europe, and the Caribbean are expected to attend, including 25 African heads

COORDINATOR NAMED FOR LOUISIANA/HONDURAS ALLIANCE
The MetroVision Economic Development Partnership has named Beatriz Valle
project coordinator of the Louisiana/Honduras Alliance. She is responsible
for managing the Alliance’s in-country operations from MetroVision’s
branch office in Tegucigalpa, Honduras, which was opened last December. A
native of Honduras, Ms. Valle previously worked for the advertising firm of
Calderon Publicidad/Leo Burnett in Tegucigalpa.
In an agreement announced last October, MetroVision and three Louisiana
university partners received a $2.1 million grant from the U.S. Agency for
International Development (USAID) to fund the first phase of the
Louisiana/Honduras Alliance, a broad-scoped plan developed to assist in the
reconstruction of Honduras, which was devastated by Hurricane Mitch in 1998.
Under the USAID agreement, Loyola University is focusing on developing a
plan to reform Honduran banking laws; Louisiana State University is lending
its expertise in the creation of a plan for the agricultural and forestry
sectors; and the University of New Orleans is working to improve Honduran
energy management and conservation programs, develop water resources, and
streamline the business licensing and registration process.
The MetroVision Economic Development Partnership works to enhance job
growth and economic expansion through partnerships with business and the
public sector in the 11 parishes of Jefferson, Orleans, Plaquemines, St.
Bernard, St. Charles, St. James, St. John the Baptist, St. Tammany,
Tangipahoa, and Washington.

The Fifth Offshore West Africa (OWA) Conference and Exhibition will be
held in Abuja, Nigeria, March 21-23. Focus areas are drilling systems,
deepwater operations, exploration/geosciences, subsea and floating
production systems, construction and installation, remote operations, and
