This is the first time in the history of the Bertel
Award, which was established in 1967, that it will be presented to
an officer of any military branch.
Capt. Rochon is an active member of the WTC Transportation
Committee. A native of New Orleans and a graduate of Xavier
University of Louisiana and the National Defense University in
Washington, D.C., Capt. Rochon enlisted in the Coast Guard in 1970
and rose through the ranks during a distinguished career,
culminating in his present assignment as Captain of the Port of New
Orleans and Commanding Officer of the Marine Safety Office in New
Orleans. In these capacities, Capt. Rochon was the Federal-on-Scene
Coordinator and exercised superior leadership last November during
the prompt and successful cleanup of the massive spill of over
13,000 barrels of crude oil in the Mississippi River created by the
tanker Westchester. It was one of the largest domestic spills by a
tanker since the Exxon Valdez incident.
The award is named after C. Alvin Bertel, who was
instrumental in bringing about a constitutional amendment which
provided for the non-political selection of Port commissioners in
the early 1940s. In its early years, the newly formed Board of
Commissioners instituted administrative reforms which have endured
to this day.
