Frank Almaguer, a Career Minister in
the Senior Foreign Service, was sworn in as the U.S. Ambassador to
the Republic of Honduras on July 27, 1999.
Prior to serving as U.S. Ambassador to Honduras, Ambassador
Almaguer had served as the Mission Director for the U.S. Agency for
International Development (USAID) in La Paz, Bolivia, beginning in
1996. Between 1991 and 1996, he served in several positions at USAID
in Washington, D.C., including Deputy Assistant Administrator for
Human Resources in the Bureau for Management, 1993-1996; Acting
Assistant Administrator in the Bureau for Europe, 1993; and Regional
Mission Director for Eastern Europe, 1991-93. During 1990 and 1991,
Ambassador Almaguer was a member of the Senior Seminar at the
Foreign Service Institute.
Ambassador Almaguer served in several positions abroad, including
Mission Director for USAID in Quito, Ecuador, 1986-90; Deputy
Mission Director (USAID) in Panama City, Panama, 1979-83; Country
Director, U.S. Peace Corps in Tegucigalpa, Honduras, 1976-79; and
Associate Country Director, U.S. Peace Corps in Belize City, Belize,
1974-76.
Between 1983 and 1986, Ambassador Almaguer was the Director of
the Office of South American and Mexican Affairs at USAID in
Washington, D.C. Between 1970 and 1974, his positions included
Management Analyst, Office of the Auditor General, USAID and
Management Analyst for Health Affairs in
the Office of Economic Opportunity. Ambassador Almaguer was a
Peace Corps Volunteer in Orange Walk Town, Belize, between 1967 and
1969.
Throughout his distinguished career, Ambassador Almaguer has
received significant recognition of service including a State
Department Superior Honor Award in 1999, Presidential Meritorious
Awards in 1988 and 1999, USAID Special Act Award in 1992, USAID
Distinguished Service Award in 1989, and a Meritorious Award in 1979
from the U.S. Peace Corps.
Ambassador Almaguer graduated from George Washington University
in 1974 with an M.S. in Government and Business Administration. He
obtained his B.A. in Political Science from the University of
Florida in Gainesville, Florida, in 1967. Ambassador Almaguer is
fluent in Spanish.
