The U.S. is preparing a long-term strategy for energy
security. As the Bush Administration’s National Energy Policy
document declares, "America in the year 2001 faces the most
serious energy shortage since the oil embargoes of the 1970s."
President Bush and Secretary of Energy Abraham have stated this is a
long-term problem, and it must be solved by both near-term and
long-term solutions.
About Ambassador Ignacio Arcaya
Ambassador Ignacio Arcaya has had a long and distinguished
diplomatic career. Ambassador Arcaya became Ambassador of Venezuela
to the United States in 2001. A graduate of the Central University
of Venezuela, he received a degree in International Affairs in 1964
and a degree of Law in 1968.
Ambassador Arcaya was Ambassador at Large at the Ministry for
Foreign Affairs in 1988, and then served as Ambassador to Chile from
1989-92. From 1992-95 he was Ambassador to the Court of St. James
and Ireland. He served as Ambassador to Argentina from 1995-98. In
1998 Mr. Arcaya was named Ambassador and Permanent Representative of
Venezuela to the United Nations, but left that post to serve as
Minister of Government and Justice in Venezuela from 1999-2000,
where he assumed the position of Acting President of Venezuela in
October 1999. In 2000 Mr. Arcaya returned to his post as Ambassador
and Permanent Representative of Venezuela in the United Nations. He
presented his credentials to President Bush as Ambassador to the
United States in June 2001.
