Colonel Frank R. Gunter is a Marine Reserve Officer who was mobilized after 9/11. He is currently the Officer-In-Charge of an assessment team gathering lessons learned from Persian Gulf II. Col. Gunter has a Doctorate in Political Economy from Johns Hopkins and, in his civilian career, is an Associate Professor of Economics at Lehigh University in Bethlehem, Pennsylvania. His research is on country risk analysis and he has published multiple articles and edited two books on the subject. His most recent study, "Capital Flight from China: 1984-2001," has just been accepted for publication by the China Economic Review. Col. Gunter has made multiple extended trips to the People's Republic of China both for research and as a consultant for the United Nations Development Program and the Chinese Ministry of Foreign Trade. "China 2020" originated in a study that he wrote for the U.S. Department of the Navy while assigned to the Pentagon.

About China

Over the last 25 years, the People's Republic of China has experienced extraordinary economic growth. Over half a billion people have been lifted from poverty while over a hundred million have even achieved an international middle class lifestyle. However, rapid growth in China has been accompanied by sharp environmental deterioration, a growing income gap between urban-rural and east-west, and political challenges to pro-growth policies. Will this high rate of growth continue over the next two decades? What are the internal and external political implications of a slowdown in economic growth?
